Last Planner System and Scrum: Comparative analysis and suggestions for adjustments

摘要: This study provides a critical review of the concepts of Agile, Lean, Scrum, and Last Planner System (LPS). A comparative analysis is conducted between LPS and Scrum to expand LPS by considering Scrum’s best practices. Eight dimensions, namely, 1) origins, 2) main purpose, 3) overall system/framework process, 4) tools or artifacts maintained by the team, 5) team composition and main roles, 6) regular events or team meetings, 7) metrics/dashboards, and 8) approach to learning, are evaluated. After analyzing side by side the eight dimensions, it was found that many aspects from Scrum already exist in LPS in the same or similar form. However, the authors identify four main elements from Scrum that can be leveraged to improve the LPS benchmark, such as considering the Scrum “Increment” concept into LPS, having a clear definition of roles and responsibilities, or adding an equivalent to a Scrum Master to have a designated “rule keeper” in LPS. These opportunities to be considered in new LPS benchmarks need to be tested and validated with real applications. To the best of the authors’ knowledge, this work is the first to comprehensively compare Scrum (Agile) and LPS (Lean) and could be seen as a contribution toward the evolution of the Last Planner System for the academic and industrial environments.

CAS and ABM-based Demolition Waste Management Research in the AEC Industry

摘要: With the increase of the urban population and the rapid development of urbanization in China, a large number of old buildings will be demolished and produce a huge amount of waste. Currently the recycling ratio of old building materials is very low, which results in the problems of resource waste and environment pollution. This greatly challenges urban sustainable development. With respect to the continual growth of demolition waste quantities, it is urgent to research how to implement effective management of demolition wastes by focusing on the demolition agents’ behavior. Based on the theory of complexity, this paper analyzes the demolition waste management from the perspective of complex adaptive system. Taking into account the “green” demolition (building dismantling) and conventional demolition (building demolished) methods, the agent-based modeling method with Repast Simphony platform is applied to simulate interactions between demolition agents. The longitudinal trend of demolition waste quantities is forecasted.

Common biases in client involved decision-making in the AEC industry

摘要: Understanding of the constitution of client involved decisions is important for future improvements of the processes. Significant decisions in construction projects are reliant on heuristic processes where assumptions are developed from past experience. The paper presents a methodology to collect empirical data in an unstructured manner utilizing participant intuition and experience regarding project level collaboration, a term easily understood by practitioners. Empirical data collected from 6 focus group discussions in Norway and 18 individual interviews in Finland is associated with biases in decision making aimed at bridging the gap of understanding and literature’s insufficient coverage. An analytic framework was developed to suit the diverse emergence of concepts to allow application of psychological principles in a structured manner to empirical data. The paper contributes by identifying types of cognitive and motivational biases in client involved decisions. The biases are found to be alleviated by one another depending on the particular application of the decision. Findings suggest that normative beliefs exist developed from past experience and habitual thinking. A number of emerged biases in this domain are alleviated from normative beliefs which are discussed in this paper.

Developing a new model for simultaneous scheduling of two grand projects based on game theory and solving

摘要: Grand infrastructure projects, such as dam, power plant, petroleum, and gas industry projects, have several contractors working on them in several independent sub-projects. The concern of reducing the duration of these projects is one of the important issues among various aspects; thus, our aim is to fulfill the requirements by using the game theory approach. In this study, a mixed-integer programming model consisting of game theory and project scheduling is developed to reduce the duration of projects with a minimum increase in costs. In this model, two contractors in successive periods are entered into a step-by-step competition by the employer during dynamic games, considering an exchange in their limited resources. The optimum solution of the game in each stage are selected as the strategy, and the resources during the game are considered to be renewable and limited. The strategy of each contractor can be described as follows: 1) share their resources with the other contractor and 2) not share the resources with the other contractor. This model can act dynamically in all circumstances during project implementation. If a player chooses a non-optimum strategy, then this strategy can immediately update itself at the succeeding time period. The proposed model is solved using the exact Benders decomposition method, which is coded in GAMS software. The results suggest the implementation of four step-by-step games between the contractors. Then, the results of our model are compared with those of the conventional models. The projects’ duration in our model is reduced by 22.2%. The nominal revenue of both contractors has also reached a significant value of 46078 units compared with the relative value of zero units in the original model. Moreover, we observed in both projects the decreases of 19.5%, 20.9%, and 19.7% in the total stagnation of resources of types 1, 2, and 3, respectively.

Social responsibility in infrastructure mega-projects: A case study of ecological compensation for

摘要: Ecological compensation plays an important role in implementing the social responsibility of infrastructure mega-projects. Based on the results of a field study, an in-depth interview, and archive data, this paper introduces the ecological compensation for (the Indo-Pacific humpbacked dolphin) during the construction of the Hong Kong-Zhuhai-Macao Bridge. It studies the concrete measures, decision-making processes, and organizational collaboration of the ecological compensation, using the method of a case study. The present study not only enriches our understanding of the ecological compensation practice during the construction of infrastructure mega-projects, but also extends the literature on the social responsibility of infrastructure mega-projects. This sheds light on the protection of the environment as well as biodiversity in the construction of future infrastructure mega-projects.

Optimal risk allocation in alliance infrastructure projects: A social preference perspective

摘要: The mechanism of risk allocation is designed to protect all stakeholders, and it is vital to project success. Qualitative and quantitative ways of optimizing risk allocation have been well documented in extant literature (e.g., allocation principles, models, and solutions), and the foci of existing research are usually the maximization of rational utility. Few research has focused on partners’ social preferences affecting the output of risk allocation. This study presents a quantitative approach based on modeling alliance member (AM)’s inequity aversion (IA) to analyze risk-sharing arrangements in an alliance project. Fehr and Schmidt’s inequity-aversion model is integrated into modeling partner’s utility. This paper derives results for an alliance leader (AL)’s optimal risk-sharing ratio and AM’s optimal risk-management effort simultaneously. The derivation is based on solving a restrained optimization problem using the conception and methods from Stackelberg game theory. Results show that an AM’s IA significantly affects risk allocation between AL and AM. Specifically, envious preference is positively related to AL’s optimal risk-sharing ratio, whereas guilty preference negatively affects AL’s optimal risk-sharing ratio. These findings will be of interest to academics and practitioners involved in designing alliance negotiations.

Conceptualising the nexus of projects, finance and capacity in construction business

This paper addresses a research question on why construction companies fail in their business. Starting with the concept of growth and capacity underinvestment archetype, a new and operational systems thinking model is developed. The conceptual systems thinking model includes a set of causal structure that can explain various modes (including the growth and failure modes) of business performance of small and medium construction companies. Mainly the three components – projects, finance and capacity – and the understanding of their nexus (or causal inter-relationships) are found to be sufficient to reveal different performance modes in construction business. Further, the three operational aspects, namely, the business growth or decline process; the situation of financial and other capacity resource consumption; and the management of projects, finance and other capacity resources have been identified as the inter-related core and integral aspects of construction business. The three inter-related core aspects could actually include and explain different possible range of business situations, policies and practices in a construction company.

Mankind and Mega-projects

摘要: Throughout history mankind has sought to improve its economic and even its spiritual development through the creation of gargantuan and awe-inspiring infrastructure projects. The twenty-first century has seen the rapid growth of the use of this type of project in providing society’s needs: such projects are widely referred to as “mega-projects”. Mega-projects are extremely large-scale infrastructure projects typically costing more than $1 billion. Mega-projects include power-plant (conventional, nuclear or renewable), oil and gas extraction and processing projects and transport projects such as highways and tunnels, bridges, railways, seaports and even cultural events such as the Olympics. Mega-projects are united by their extreme complexity (both in technical and human terms) and by a long record of poor delivery. What to do in the face of this dilemma is a question that is still being asked by mega-project practitioners and academics alike. This paper presents the unique work of the MEGAPROJECT COST Action which brings together a multi-disciplinary network of over 80 researchers from 24 countries to respond to this dilemma. Mega-project’s aim involves capturing the existing performance of large infrastructural mega-projects and understanding how their delivery can be improved. In order to do this, the investigation has gathered together the MEGAPROJECT Portfolio. The Portfolio contains meta-data on a wide range of mega-projects from across countries and sectors and acts as a firm empirical foundation for the investigation’s activities. Having assembled the MEGAPROJECT Portfolio, this paper shows how analyzing the Portfolio shatters myths of mega-project management and identifies new areas of fruitful investigation. Mega-project’s findings downplay the importance of formal project management tools and techniques in insuring successful delivery. Instead mega-project highlights the need to concentrate on the impact of financing on project governance, the technical modularization of the project and the devastating roles that eternal stakeholders can have on mega-project delivery. Most importantly, it discusses how we can effectively learn across mega-projects in order to maximize their value to their stakeholders and to society as a whole.

Large Scale Infrastructure Projects: The Art of Project or Change Management?

摘要: Although it is generally understood that change is a fundamental component of managing projects in the construction industry in general and an inevitable challenge for large scale infrastructure project in particular, there has been little to no attention in the literature to understand change in this context from a more holistic perspective. For this purpose, this work looks at change through the eyes of a framework of six batteries of change that seem essential to charge an organization’s capabilities for change. The framework brings together the expertise of four specialists that all have developed their insights over many years of study and practice, and has been validated through an extensive review of the management literature on organization development and change. Reflections on the application of this model in the construction industry and in large scale infrastructure projects demonstrate that energizing organizations to successfully deal with change goes beyond the traditional techniques of managing change from a program or project management perspective. Assessing the six batteries of change in this context can help organizations to develop capabilities for change that build change energy by balancing formal/rational methods with informal/emotional interventions at both a local (department/subproject) and global (business) level.

Major bridge projects——a multi-disciplinary approach

摘要: Modern bridge building is much more than concrete, steel and money. The overall socioeconomic impact, influence on people migration, traffic, use of primary materials, safety of construction impact on the environment, energy, risk scenarios, health, and most relevant now: climate and CO emissions, are among the parameters which enter into the decision process at the overall holistic conceptual level, the more detailed level of selection of bridge sites, and selection of bridge types as well as construction methods and selection of materials and products. The paper illustrates these dilemmas and illustrates by specific examples how this complicated decision process can be managed and structured in order to arrive at an overall satisfactory solution for design, construction and maintenance throughout the lifetime (life cycle) to these sometimes contradictory parameters and requirements.

Planning projects with scarce resources: Yesterday, today and tomorrow’s research challenges

摘要: This paper is an invited request to describe the main research challenges in the domain of resource-constrained project scheduling. The paper is split up in three parts. In today’s challenges, research endeavors that have received a significant, but still not enough, attention have been described. In tomorrow’s research challenges, some promising research avenues for future research have been given. Finally, in yesterday’s challenge, a research topic that started decades ago, is said to have still a huge potential in tomorrow’s research agenda. This paper does not intend to give a full literature overview, nor a summary of all possible research paths. Instead, it is inspired from the author’s experience in academic research and practical consultancy and it serves as a personal opinion on a non-exhaustive set of promising research avenues, rather than giving a full literature-based advice for future research directions.

建设项目协调管理绩效评价

文章将功能系数法与广泛应用于管理评价的逻辑框架法进行综合运用,认为项目及组织的可持续发展是建设项目协调管理的最高境界,从目标协调管理绩效、组织协调管理绩效、利益相关方协调管理绩效及项目和组织可持续发展性4个方面建立了建设项目协调管理绩效评价指标体系,并给出各指标的计算方法,运用功能系数法计算建设项目协调管理绩效综合评价功能系数,从而有效量化了对建设项目协调管理绩效的综合评价。最后,通过算例研究,验证了指标体系构建方法及各指标计算方法的可行性,这个方法可以有效地衡量协调管理的功能。

Real option-based optimization for financial incentive allocation in infrastructure projects under public–private

摘要: Financial incentives that stimulate energy investments under public–private partnerships are considered scarce public resources, which require deliberate allocation to the most economically justified projects to maximize the social benefits. This study aims to solve the financial incentive allocation problem through a real option-based nonlinear integer programming approach. Real option theory is leveraged to determine the optimal timing and the corresponding option value of providing financial incentives. The ambiguity in the evolution of social benefits, the decision-maker’s attitude toward ambiguity, and the uncertainty in social benefits and incentive costs are all considered. Incentives are offered to the project portfolio that generates the maximum total option value. The project portfolio selection is formulated as a stochastic knapsack problem with random option values in the objective function and random incentive costs in the probabilistic budget constraint. The linear probabilistic budget constraint is subsequently transformed into a nonlinear deterministic one. Finally, the integer non-linear programming problem is solved, and the optimality gap is computed to assess the quality of the optimal solution. A case study is presented to illustrate how the limited financial incentives can be optimally allocated under uncertainty and ambiguity, which demonstrates the efficacy of the proposed method.
